Neukölln: (House)rules, character building, clarification

I this thread I will (soonish) post clarification of starting considerations, limitations, house(rules), allowed races etc for building a PC, what I mean by low power high roleplay, which rules we do not use (hint, if it leads to more power or is optional 99% of time we do not use), clarification of no racial bonuses and point buy, starting equipment, etc etc.
